聯合聲明

於 2024 年 7 月 1 日，美國眾議院美國與中國共產黨戰略競爭特設委員會對哈佛大學發起調查，針對在四月份中國駐美大使謝鋒在哈佛大學甘迺迪政府學院演講期間的抗議事件，學生抗議者遭到暴力拖離、審問及中國人士尾隨一事，要求說明。特設委員會對中國政府的跨國鎮壓，以及中國國際學生參與中國政府容許的針對批評人士的騷擾及恐嚇行為，表示嚴重關切。在給哈佛大學校長加伯的一封信中，特設委員會要求哈佛大學向其提供一份說明並回答一系列問題。

我們，以下簽署的 206 組織呼籲哈佛大學公開並徹底地回應特設委員會的問題。

這起事件發生後，哈佛大學的學生受害者感到恐懼、不被支持及不安全。他們對中國政府侵犯人 權的和平抗議，導致遭受暴力、威脅，以及學校的紀律處分。獨裁政權的不正義及審查制度已經滲透到這個⺠主國家，並在美國最負盛名的學術機構之一得到容許。

不幸的是，這並不是單一的個案。中國共產黨越來越多地運用其監視及審查的能力來監視、威懾及處罰海外的抗議者及活動人士。國際特赦組織、自由之家和人權觀察等諸多人權組織均已發布詳細報告，記錄了美國大學中的跨國鎮壓，並發布大學保護其學生及教職員的最佳指引。不幸的是，哈佛大學及其他地方目前的做法遠遠沒有符合這些指引。

大學有責任保護及促進其社群成員的人權。聯合國教育、科學及文化組織(聯合國教科文組織)及意見及表意自由問題特別報告員，均依據國際法及政府間組織的聲明，已定義了高等教育機構 對其教職員及學生負擔的該等責任。

哈佛大學對此次調查的回應，對於哈佛大學現在及未來所有學生的安全至關重要。為了對抗(無 論是外部的或自我施加的)審查制度，並保護學術自由及表意自由，哈佛大學必須提出公開回 應，以確保面臨跨國鎮壓風險的所有學生知悉並獲得支持管道。此外，澄清現有政策及做法是建 立充分保護機制的必要第一步。

為此，我們呼籲哈佛大學:

1. 及時公開地全面回應美國眾議院中國共產黨問題特別委員會提出的問題;

2. 承諾與學生(包括有關案件的受害者)、學生組織及人權組織密切協商，查明並解决面臨跨國鎮壓的學生現有安全及支持管道的破口;

3. 承諾打擊中國 政府的跨國鎮壓，以及打擊中國國際學生參與中國政府容許的針對批評人士的騷擾 及恐嚇行為。
